25 mph electric scooter: the 20 to 27 mph tier and how to ride it within local limits

Twenty to 27 mph is the quick commuter tier: faster than a basic 15 mph scooter, still light enough to fold and carry. Local limits are often lower, so the low modes matter too.

Published Nov 1, 20268 min read

The short answer

A 25 mph electric scooter is the quick commuter tier. In our catalog the 20 to 27 mph group runs from the 29.3 lb E-TWOW GT SL to the 83.8 lb NANROBOT X10, and most models fold. You get enough power to climb steadily and pull away cleanly, without the weight of a 40 mph machine. Speed limits are often lower than what these models can reach, so choose one with low speed modes or gears and use them. Then compare range, brakes, tires and weight.

  • The 20 to 27 mph tier weighs from 29.3 lb to 83.8 lb in our catalog, and most models fold.
  • Light commuters stay under 45 lb. Long range models weigh about 53 to 66 lb and list 37 to 59 miles.
  • New York State caps an electric scooter at 20 mph on the motor, and NYC DOT sets 15 mph in the city.
  • Every model in this guide sits at $2,000 or less, so each can use Pay in 4 at 0% APR.

What 20 to 27 mph gets you

This tier sits between 15 to 20 mph starter scooters and the 30 mph and up performance class. You get a motor strong enough to hold speed on a hill and keep pace with bikes in the lane, plus bigger batteries and better suspension than an entry model. Most still fold for a car trunk or a hallway.

Top speed is rarely the reason to choose one model over another here. Range, weight, brakes and tires differ far more. For how this tier fits against every other speed class, read how fast do electric scooters go.

Local limits are often lower

Speed rules for electric scooters are set by states and cities, and they are often below what these scooters can do. New York is a clear example:

  • New York State: Vehicle and Traffic Law section 114-e defines an electric scooter as weighing under 100 lb and reaching no more than 20 mph on a paved level surface on the motor alone.
  • New York City: NYC DOT says the speed limit for e-bike and electric scooter riders in the city is 15 mph.

Our NYC e-bike and electric scooter rules guide covers the city in full. Other states and cities set their own limits, so check before you ride.

That makes the low settings as useful as the top one. Several models in this tier list them:

  • Three speed gears: the KUKIRIN G2 runs 15 / 21 / 27 mph.
  • Named ride modes: the E-TWOW TankTorq TK2 Lite has Eco, Drive and Sport, and the INMOTION S1F has Eco, D and S.
  • Higher speed only when you switch it on: Segway lists the Max G2 at up to 22 mph with higher speed on.

Our guide to electric scooter speed modes explains how modes and app limits work.

This is general information, not legal advice. Rules change. Check your state motor vehicle agency and your city website for current rules, and ride at the local limit whatever the scooter can reach.

Light commuters under 45 lb

If you carry the scooter up stairs or onto a train, start here. These models trade some range for a weight you can lift.

  • E-TWOW GT SL and GT Sport: both weigh 29.3 lbs, fold in three moves and roll on solid airless tires with front and rear shock absorbers. The GT Sport carries the bigger 48V 504Wh battery and reaches 50% charge in 1.5 hours.
  • INMOTION Air Pro: a 675 Wh battery in a 39 lb folding frame, a twist throttle and a front drum brake with a rear electronic brake.
  • E-TWOW TankTorq TK2 Lite: a 60V 600Wh battery, front and rear hydraulic suspension with adjustable damping and 9 in self-sealing tubeless tires, at 42 lbs. It charges to 50% in 1 hour.
  • Kaabo Urban: a 48V 10.4Ah battery, C-type spring suspension front and rear and a disc brake with EABS, at 44 lb.
  • INMOTION Climber: two motors at 450 W x 2 rated, 36% hill climbing and a thumb throttle, at 45.76 lbs.

Long range commuters

Add 10 to 20 lb and the listed range climbs sharply. These models suit longer daily trips or riders who charge only every few days.

Maker figures, checked September 2026. Real range and speed depend on rider weight, terrain, temperature and riding mode.

  • INMOTION S1F: a 675 Wh battery for up to 59 miles, a 308 lb maximum load, 30% hill climbing and a 50.2 in handlebar, at 52.8 lbs.
  • NAVEE GT5 Max: a 1638W peak motor, up to 55.9 miles at 9.3 mph, TCS traction control, 10 in tubeless tires and a 286 lb maximum load, at 54.7 lbs.
  • NAVEE ST3 Pro: a 48V 596.7Wh battery for up to 46.6 miles at 9 mph, Dual Damping Arm suspension and 10 in self-sealing tubeless tires, at 55.8 lbs.
  • Segway ZT3 Pro: the off-road minded pick, with 11 in off-road tubeless tires, 6 in of ground clearance, front dual telescopic suspension, disc brakes front and rear and up to 43.5 miles in ECO, at 65.5 lbs.
  • Segway Max G2: a 551Wh battery, a built-in charger, hydraulic front suspension and 10 in self-sealing tires, at 53.5 lbs.

Range figures are tested at low speed. NAVEE measures at about 9 mph, and Segway quotes ECO mode. Ridden near 25 mph, expect well under the table figure. Our guide to electric scooter real range shows how to estimate yours.

Extra grip and power

Two models stand out for hills and rough streets.

  • E-TWOW TankTorq TK2: a 600W motor in each wheel, traction control and IPX6, at 50.2 lbs. You can ride on both motors, the front or the rear.
  • NANROBOT X10: two 1,000 W motors, a detachable 48V 18.2Ah battery, 11 in off-road tires, full suspension and a triple braking system, at 83.8 lb.
  • KUKIRIN G2: an 800W motor on a 48V 15Ah battery, springs at both ends and disc brakes front and rear, with an 18.1 x 7.4 in deck, at 57 lb.

Brakes and tires at 25 mph

Stopping distance grows quickly with speed, so check the brakes first. This tier mixes several setups:

  • Disc brakes front and rear: the Segway ZT3 Pro, KUKIRIN G2 and NANROBOT T1.
  • Front drum, rear disc and electronic braking: the NAVEE ST3, ST3 Pro and GT5 Max, and the TK2 Lite with a front drum and rear disc.
  • Drum plus electronic: the INMOTION S1F and the E-TWOW GT models, which add a front regenerative brake to a rear drum.

Tires shape comfort and flat risk. Solid tires on the E-TWOW GT models never go flat but ride firmer. Self-sealing tubeless tires on the NAVEE ST3 models, TK2 Lite and Max G2 can seal small punctures. Read electric scooter brakes explained and solid vs air-filled tires for the details.

Gear and controls

At 20 mph and above, wear a helmet made for the speed, plus gloves and closed shoes. Our electric scooter safety gear guide covers what to buy.

The throttle matters on a daily commuter too: this tier mixes thumb throttles, like the S1F and Climber, with twist grips, like the Air Pro. Our sibling guide to electric scooter throttle types explains how each feels.

Which one fits you

  • The lightest carry: the E-TWOW GT SL or GT Sport.
  • The longest listed range: the INMOTION S1F or NAVEE GT5 Max.
  • Rough streets and gravel: the Segway ZT3 Pro.
  • Two motors in a mid weight frame: the E-TWOW TankTorq TK2.
  • Low gears for strict areas: the KUKIRIN G2.
