Solid tires never go flat. Air filled tires ride better and grip better. Which trade off suits you depends on your roads and how much fuss you will accept.
The short answer
Air filled tires are the better choice for most riders: they absorb bumps, grip better, especially in the wet, and roll a little further per charge. Their drawback is flats and the need to check pressure. Solid tires never puncture and need no upkeep, but they ride harshly and grip less, so they suit short, smooth trips or models with good suspension.
Air is the best suspension a small wheel can have. An air filled tire flexes over cracks and bumps, so less of the shock reaches your feet and hands. On rough city streets the difference is obvious within a block.
A solid tire passes more of every bump straight up to you. On a model with front and rear suspension, that matters much less. On a model with no suspension and small solid wheels, rides of more than a few miles on poor pavement get tiring.
An air filled tire keeps more rubber on the road. It shapes itself to the surface, which gives more grip when you corner and when you brake. The gap is larger on wet roads, painted lines and metal covers.

Stopping distance depends on grip, not only on brakes. Powerful disc brakes on hard solid tires can lock a wheel more easily. Brake early and progressively whichever tires you have.
This is where solid tires earn their place. They cannot puncture and need no pressure checks, so the electric scooter is always ready to ride.
Air filled tires need a pressure check every couple of weeks, and flats do happen. Most pinch flats come from low pressure, so the checks prevent most of them. Properly inflated air filled tires roll slightly more easily. The difference in range is modest and disappears if the tires are soft, because an underinflated tire drags more than a solid one. Bigger wheels roll over trouble that stops small ones. An 8 inch wheel drops into cracks and potholes that a 10 inch wheel rolls across. Wider tires add grip and stability. If you ride on rough roads, a larger air filled tire gives the biggest improvement in comfort and control of any single feature.
