New York State sets what counts as an e-scooter or e-bike. New York City adds a safety certificate for anything sold here and a 15 mph limit for riding.

Questions

What is the speed limit for e-bikes and e-scooters in NYC?

Since October 24, 2025, 15 mph on every city street in all five boroughs, including paths inside city parks. It applies to e-scooters and to every class of e-bike.

Can I ride on the sidewalk?

No. Ride in bike lanes or on the street, and keep off sidewalks.

Why does the UL certificate matter?

NYC Local Law 39 of 2023 allows only certified e-bikes (UL 2849), e-scooters (UL 2272) and batteries (UL 2271) to be sold, leased or rented in the city. The standards test the battery and electrical system for fire safety.

Why isn't a ride I like on this page?

It either goes faster than the limit (20 mph for e-scooters, 25 mph for e-bikes), weighs 100 lb or more, has a motor of 750 W or more, or the maker has not published its UL certificate yet.
